Onion sets or set onions are one of the first crops to go in to the ground at the start of a new farming year.
In The Netherlands they can be planted in late January or early February, if the weather conditions allow.
Certain varieties can also be planted in the autumn (October/November) as 'over wintering sets', as is the case here.
